Executing instructions by Mr. Director concerning establishing a secondary file for investigating and monitoring Aymen Noor, following his release on February 18-2009, due to health reasons, we would like to inform you of the following:
-A secondary file has been established, No. 61 -2009- Exclusive High State Security-dated February 20-2009, supplementing the investigative file of the aforementioned subject, which was closed upon his arrest and incarceration at Turra Farm Prison, to implement a court decision against him in 2006, that file was No. 637 for the year 2000, and its sub file, No. 96 for the year 2005, Exclusive high state security, where as the investigation was proceeding for both cases with separate unit assigned to each case, as per instruction of Mr. Director dated June 11-2005, to open a new file with the aforementioned No. to monitor the movement of the subject during the period of declaring presidential candidacy and until now. After delivering the subject to Turra Farm prison, all his cases were terminated until after finishing his prison term. Following your instructions, the last file was opened as of today, and a plan for monitoring and investigating the subject has been put in effect, including his movement and activities, summarized as follows:
1- Appropriate circles has been requested to monitor the phones of the subject and his wife (home, cell and office, which is the same as the party’s). A brief to be submitted daily about his phone calls and a summary of the most important topics discussed
2-New monitoring personnel surrounding the subject and very close to him to be added to the team, in addition to reactivating some old monitoring elements with emphasis on replacing recognized personnel with new ones not known to the subject or those close to him, whether ordinary members, or members of the higher committee, or active members who frequent his office, which serves as headquarter to the party, as stated in previous investigative reports.
3- Following and monitoring subject, 24 hrs. a day, by assigning a force, supplying its ranks continuously and as needed, in places of his presence , and sending reports with results of such monitoring.

 As far as preliminary investigation of activities of Hemdeen Sebaahy, member of peoples’ Assembly House, as per Mr. Director’s instructions, dated November 25 2008, the subject has been targeted for monitoring and investigation under a new sub-file No. 232-2008. High State Security, related to activities concerning presidential candidacy for 2011. A special unit has been charged with monitoring, investigating and observation, apart from any previous investigation of public or private activity of Al-Karaameh Party(under formation), recorded in Investigative file No. 1440- yr 2005,High State Security.
As for the monitoring plan, the subject’s home, the party’s temporary headquarter, his cell phone, home phone, all are under surveillance, in addition to following him in person from a short distance, and enlisting the assistance of some of his immediate surrounding elements as informants, who are being added to the list of team members of the previous Investigative report.

As per order dated March 5- 2009 concerning monitoring and investigating (Dr. Mohammad Al- Baraad’ee), Head of International Agency for Nuclear Energy, residing in the British capital (London), we would like to inform you that an investigative file has been established No.93-2009, Exclusive High State Security, dated March 6-2009, including his wife, his son, his daughter, his brothers and relatives residing in Egypt in Adduqi section, as per memorandum of initial investigation of his relatives residing in Egypt who regularly visit with him when he is in Egypt , their names have been listed in detail, included in the investigative file, in addition to implementing a plan of monitoring investigating and observing the subject and his relatives’ activities related to his presidential candidacy in 2012. The plan has been formulated as follows
 
1-Instructions have been issued to investigative units found at air, land and sea ports of entry, to monitor Dr. Mohammad Al-Baraad’ee, his wife and his children, and to inform the administration immediately upon their arrival, with time and date of arrival without any obstacles.
2- Put his entire phone, his relatives’ phones, at home, at work, cellular ones all under surveillance monitor all calls and have a summary of conversations to be submitted to you for review.
3- Have a unit of Security Department keep tabs of subject as soon as he arrives in Egypt, during his stay, and until his return to London. In addition, have another unit monitor his wife and his children, with special emphasis on Al-jeeza, Cairo, Helwaan and October 6 counties, to monitor the subject’s relatives mentioned in the initial investigative reports. In case of the subject residing permanently in Egypt, a unit will be assigned to monitor him 24 hours a day, and another adequate unit to perform the same with his relatives, with a daily report to be submitted about their activities.
