A former Melbourne university student who is believed to have blown himself up in a suicide bombing in Iraq has appeared in the latest Islamic State propaganda video.

Neaz Morshed Raja has been identified as the Bangladeshi man who appeared in the terrorist group's 'Words Mixed with Blood' video, released on Wednesday.

The 30-year-old married father of two is thought to have died in an attack on Shia Muslims in Tikrit, Iraq, in October 2015, Sweden-based Bangladeshi journalist Tasneem Khalil reported, according to the Dhaka Tribune.

In the video, Raja speaks English to slam Muslims who have not embraced jihad.

'I know that we will be victorious and they will be the losers,' he said in the propaganda video.

'And you will be the biggest losers if you're sitting at home and doing nothing.'

A plume of smoke, which a narrator purports to be of a suicide bombing in Tikrit, can be seen in the video.

When it was filmed is unclear.

Raja is believed to have been reported missing in 2015. He appeared on a list of people feared radicalised by Bangladeshi authorities.

His name was dropped from the list in July last year.

Raja's Facebook lists him as living in Lusaka in Zambia. Authorities told Dhaka Tribune he was known to have left Bangladesh but his whereabouts were uncertain.
